BOROUGH COUNCIL.
FORTNIGHTLY MEETING
The usual fortnightly meeting of the Borough Council' was held last night. Present: The Mayor (in the chair), Crs. Maynard, Collins, Pettie, and Clayton. Apologies for non-attendance were received from Crs. Harris, Darton, Kirk, and Somervell on account of absence from the district, and from Cr. Smith on account of a slight accident.
'L’lie new engineer (Mr. A\ J. Paterson) was also in attendance. CORRESPONDENCE.
Mr. D. J. Smith; of Tokomaru Bay, wrote offering to sell to the Council at a reasonable figure his iS’traker waggon. The letter further stated that terms, for the purchase could be arranged, and that the waggon was almost new, having only been in use for six months.—The - matter was referred to the Works Committee to report to the Council. .Air. J. A. deT. Maultain wrote complaining strongly about the irregularity with which his rubbish bin was emptied. At present it had not , been emptied for over three weeks.—The Mayor stated that the matter had been attendee to. Mr. Wm. Tattley notified the Council that he had made a survey cutting out the five acres agreed upon for a recreation ground, and had deposited ■the .plan in the Survey Office, so that the property could be transferred at any time when the Council was ready to complete the purchase.—The Mayor explained that the letter referred to the conditional purchase of five acres near the late Mr. W. Sicvwright’s residence. The Reserves Committee w;.s authorised to see if any immediate use could be made of the ground. A letter signed by eleven shopkeepers in the fruit trade was received asking the Council to convey to the police authorities their wishes in reference to hawkers selling along Gladstone Road. Tin; letter claimed that hawkers’ stands had been apportioned by resolution of the. Council, and that most- flagrant breaches of the arrangement- were being enacted daily.—The Clerk reported that the police were attending to the matter.
A number of the occupiers of premises in Gladstone Road between Bright Street and Grey Street forwarded a petiton requesting the Council to tako steps to abate the nuisance caused by the stench emanating from certain premises.—It was decided to refer the matter to the Sanitary Committee. The Inspector said he had visited the ■premises and found nothing objectionable.
A petition was also read from a number of Kaiti ratepayers having shops fronting on to the south side of Wainui Road. They requested that the Council would asphalt the footpath and the crossing to it from the .Kaiti bridge.—lt was decided to do the work, provided half the cost was borne by the ratepayers. Mr. J.-'--Jamieson, of Dunedin, wrote at length drawing attention to expert opinions on the continuous and uniform tidal power scheme. Particulars of the scheme, which is one to utilise the ebb and flow of the tide to generate electricity, were laid before the Council some time ago.—The letter was referred to the Engineer.
REPORTS. —Nightwatchman’s Report.—
The Xightwatchman (Mr. AY. Fraser) reported ' that- since last- meeting of the Council there had been no outbreaks of fire in the borough during his hours of duty.—Adopted. —Overseer’s Report.'file Overseer (Mr. M. Morgan) reported as follows: —Stanley Road: The gra velling of this road i= well forward, and under present conditions the roadway should be completed in three oi four days'. When the road is gravelled it- will be necessary to gravel the pith from the railway line to Childers Hoad, it being almost impassable for women and children. Pa ran Street: Gravel is being carted on this street at every opportunity. The paths are being attended to first, ns the heavy soil would .make it bad for foot traffic jf rain came. The repairing of the breastwork at the river is completed. General street patching is being carried on. and a few channels, have been cleaned. A good deal of gravel from tlio srravel pit has been sold of late.
The report was adopted. —Tinspector's Report. — The Inspector (Air. .). R. Little) reported as follows: —Since the last meeting of the Council on February !)th 1 have inspected the whole of the I rick area, in conjunction with Air. Alunro, District Heidt.li Inspector, from Napier,,and found all places we visited fairly satisfactory.-' A\ ? e also visited and inspected all houses where enteric lever had. been notified this year, and oilier places where infectious diseases had occurred, to see if we could trace any cause, but could find none. On two occasions we visited the camps situated on the Kaiti beach. AYe inspected the different water-holes (and their surroundings). which supply drinking water to the camps, and found same to be satisfactory. Most of the campers have now provided the necessary conveniences, but the county’s •ugMseil cart has. not yet called there. During the last 12 working nights there have been 3779 nightsoil pa-ns collected and dealt with in the borough. There has been one case: of diphtheria reported since last meeting of Hie. Council., The report was adopted. Accounts amounting to £44“ we passed for payment, and the Council, went into committee, to consider tlio question of the waterworks contract.
