THE “TIMES” COMMENTS ON KITCHENER’B REPORT.

The “Times” says that Lord Kitchener’s report has Coen framed with his customary candour and directness oi expression. It adds: ‘ "The Australians are so thoroughly in earnest as to the necessity of defending themselves Ant the. increased cost will bo cheerfully borne. The extensive encouragement of immigration will be the best solvent of Australia’s anxieties. Lord Kitchener's proposal to create a- \Var Railway Council is eminently sound. '1 he standardisation of the gauge on the main routes is- an imperative necessity, and two Transcontinental lines, north and s outh and east mid west, me equally urgent.”
