United Press Association— Copyright NEW YORK, Feb. 23. Seven thousand police are powerless to restore order in Philadelphia.
The Mayor appealed for a force of 3000 (State militia. The appearance of troops increased the strikers’ fury.
Bayonet charges cleared the streets temporarily. There were fifty casualties.
A pitched fight- between the police and Strikers occurred in tlie Germantown quarter, the police clubbing the rioters mercilessly.
Many wounded have been sent- to hospitals. Three hundred persons were arrested, including the strikers’ leader, Clarence Pratt.
