T ADIES AND GENTLEMEN,— B.J I have the honor to offer myself as a Candidate at the next Election to be held on March 16, 1910, for Borough Representatives on the Hospital Board. The administration of Hospital and Charitable Aid, as heretofore, I have always considered exceedingly unsatisfactory, not alone in the interests of the ratepayer and the sick poor, but pre-eminently in the conservation of infant life. Tims under the old nomination principle- it became impossible that the requirements of the worker should receive the same attention and consideration as the aims and desires of the more: prosperous in our community. This marked the administration of the okl regime. Expenditure and the needs of the sick poort were not oroportionate, and the general administration of Hospital and Charitable Aid became ini mi-cable to the best- interest of the Ratepayer. The basis of all Hospital administration should be the highest efficiency with the- greatest economy. Such cannot with justice be claimed by our past administrators. I would therefore advocate the following changes:— 1. A greater reduction in administra. tivo expenditure and labor at the Hospital by the erection of more compact and modern buildings on « site more suitable than at present situated. 2. A policy of far more, consideration than at present adopted towards members of friendly societies and other allied bodies. _ . 3. Adequate provision for the admission and treatment of children and infants in our hospital wards. 4. Tile reduction of present- charges for X-ray woi'k and general treatment at the Hospital. 5. The direct admittance of patients to the Hospital without the preliminary signing of order papers by the Trus--IX)6S. 6. An eight-hours system of work for the nurses and a more systematic supervision and delivery of lectures by the Superintendent. 7. A thorough revision of the by-laws now existing.
