AN ATTEMPT TO BRIDLE THE KAISER, United Press Association —Copyright (Received March 16, 9.20 p.m.) ■BERLIN, March 16 The Reichstag adopted Herr Ledebour’s (the Socialist’s) resolution in favor of making the Imperial v-nancel. lor responsible to the Reichstag, such responsibility to extend to all the Kaiser’s political acts and omissions, and declaring that the Chancellor’s responsibility should be regulated by a State tribunal. The majority was small, and included the entire Left, the Poles, and a portion of the Centre. A POLITICAL STRIKE. Eighty per cent of the workmen at Krupps’ Germania yard at Kiel struck ■for a half-holiday, as a protest- against the Prussian Franchise Bill. Many workers in other yards joined them, and 10,000 men went out. A violent collision occurred with the police. The latter were hard pressed, and took refuge in the shops, the windows of which were smashed. Ten demonstrators and several of the police, were injured.
