A COURT-MARTIAL. United Press Association—Copyright (Received March 29, 12.10 a.m.) ST. PETERSBURG, March 28. A court-martial at Novorossisik has sentenced seven persons to death and fourteen to penal servitude for armed rebellion. THE NAVY. The Government is introducing in the Duma a ship-building programme for ten years, totalling 75 millions. The Duma is asked to vote the first annual instalment.
