A QUESTION OF PRIVILEGE

The question of tenant or ratepayer was introduced at the,meeting held at the Borough Chamber Council last evening to consider the question of ratine oil the unimproved values. The matter arose through the chairman (Mr W Pettie) holding that only ratepayers were privileged to speak. The ruling met with expressions of approval, one ratepayer remarking that it was not fair that, people who did not have “a penny interest in the place” should have - a sav. Another gentleman asked of the chairman whether a person who had a mortgage on a property had an interest in the town. “I have no doubt you have,”’ replied the chairman, “but 'if onR ratepayers speak on the proposal we will get on better.” A third gentleman "ointed out that the advertisement calling the meeting was misleading. The chairman said he was not responsible for the advertisement. He would have been bettor pleased if the Mavor had been present to preside. ,It was then urged on the chairman that a tenant paid the rates indirectly, hurt) Mr Pettie was disinclined to depart from his ruling. “If my ruling is questioned,” he remarked, “I will vacate the chair, and you can appoint your own chairman.” The chairman’s decision was allowed to stand.
