THE TRIPLE ENTENTE.
A PESSIMISTIC VIEW. [UNITED PRESS ASSOCIATION-COPYRIGHT.! PARIS, Feb. 1. The "Temps,” in a pessimistic article on the triple entente, says that neither in a military nor a diplomatic way does the entente effect what it could and should. In the midsti of peace it has not effected anything which woldu counteract the unsleeping activity of tlie Triple Alliance.
