NEW YORK, Feb. 23

Strong opposition is developing ill Washington regarding the Japanese commercial treaty. The Senate debated it hotly, and consequently the treaty was net ratified to-day as expected. The immigration restrictions were opposed bv the Western Senators. (Received Feb. 25, 12.30 a.m.) NEW YORK, Feb. 24.

A second attempt in the Senate to ratify the Japanese treaty failed, senators being wishful for time to consult their home States.
