THE WHITE SEA QUESTION. LUNITED PRESS ASSOCIATION—COPYRIGHT.! ST. PETERSBURG, Feb. 27. It is stated that Russia is willing to submit- a line of territorial waters to- an international conference . [The Russian Government is endeavouring to prevent foreigners fishing within 12 miles of the shore in the White,Sea, instead .of within the three miles, ’usually recognised as the limits of territorial waters.] A SOUTHERN SIBERIAN RAILWAY The Government is- going to build , a Southern Siberian railway along the Urals, Orenburg, Akmolinsk, and Semipaiatinsk, costing fifteen millions sterling. FISHERMEN RESCUED. (Received Feb. 27, 8.55 p.m.) ST. PETERSBURG. Feb. 27. Two portions cf the icefloe have been driven ashore with a number of fishermen. Icebreakers have gone to rescue the remainder.
