PROPOSED ARCTIC EXPEDITION. (UNITED PRESS ASSOCIATION—COPYRIGHT.! NEW YORK, Feb. 26. Baldwin, the Arctic explorer,, is planning a. scientific expedition for several years in the Arctic regions, starting in 1912, and probably reaching the Pole by drifting. OUTRAGE BY MEXICAN REBELS. A Mexican central passenger train was robbed by 400 rebels at El Paso, Texas. Tlie rebels previously looted the station and burned a bridge. VIOLATING IMMIGRATION .LAWS. Federal officers boarded the liner Athania at New York, and arrested 29 of the crew, on a charge of conspiracy to violate the immigration laws by smuggling in aliens disguised as sailors.
