ALSACE-LORRAINE WANTS MORE FREEuuM. REGENT INSTEAD OF KAISER. Chancellor von Bethmann-Holwigg was‘asked for a postponement of the decision granting a constitution, to Alsace-Lorraine,.with the idea of giving Parliament, in committee, an opportunity of considering amendments. This liibvej is interpreted as a preliminary to withdrawing- the Imperial Government’s propositi for the granting or political equity to Alsace-Lorraine. As adopted by the Bundesrath, this was designed to mihold Prussian in-flu-, ere, hut gave the 'State- no representation in the Bundesrath Committee.. . An amendment' was adopted giving the Reichstag three votes, in the Bundesrath. and permitting Alsace-Lorraine to enter the Empire as a full-fledged State. , The'Clerical element forced another amendment through the Bundesiath Committee, striking out the clause which gave the Kaiser executive authority and substituting the, provision of. a regent practically free from Imperial C °lt l is anticipated that- the German Government will refuse to accept these amendments.
