An amendment' was adopted giving the Reichstag three votes, in the Bundesrath. and permitting Alsace-Lorraine to enter the Empire as a full-fledged State. , The'Clerical element forced another amendment through the Bundesiath Committee, striking out the clause which gave the Kaiser executive authority and substituting the, provision of. a regent practically free from Imperial C °lt l is anticipated that- the German Government will refuse to accept these amendments.
