(Received March 13, 11.30 p.m.) CONSTANTINOPLE, March 13. - Rifaat Pasha, the Minister for Foreign Affairs, is advancing • certain proposals to Britain regarding the- Persian Gulf and the prolongation of the Bagdad railway to the south. In influential “Young Turkl’ circles it is anticipated that, failing a settlement of the Koet question to Turkey’s satisfaction, the terminus of the railway will be Basrah, or some* place on the. Gulf Avliich is regarded as Turkish.
