M. Jaures, writing to FHumanite, says he is certain arbitration between Great Britain and the United States will be adopted shorty, and, l afterwards be charged to a defensive alliance. The progress of arbitration is due to the influence of the organised proletariat.
HEARTY APPROVAL BY THE' CLERGY. (Received March 20, 10.30 p.m.) LONDON. March 20. The newspapers, particularly the LiberaL organs, give prominence to the American arbitration proposals. The Archbishop of York, speaking at Sheffield, declared that the statesmen of both parties had issued a challenge to which Christians were bound to respond with new conviction and energy and to concentrate upon further effort in the cause of peace. The Rev. Father Bernard Vaughan said that it was painful and shameful that such treaties were necessary after 20 centuries of Christ’s rule. He thanked God that England was setting a virile example which, other nations would he unable to neglect.. Dr. Campbell, at tbe City Temple, 6aid that civilisation was useless so long as it carried the burden which materialism and the. mutual distrust of nations had imposed. The international court of arbitration should be extended to adjudicate upon every cause of national difference. This would necessitate an international police to which all would have to contribute a quota.
PROPOSALS' COLDLY RECEIVED IN FRANCE.
The “Times’ ” Paris correspondent l-eports that the arbitration scheme is coldly received, France considering that Britain, becoming closely identified with America, will be relieved of many of the anxieties which made her value French and Russian friendships.
