UNIONIST REFORM PROPOSALS
[UNITED PRESS ASSOCIATION-COPYRIGHT.J (Received March 20, 10.30 p.m.) LONDON, March 20. Lord Selborno, speaking at Winehestei, sketched the reforms approved by the Unionist leaders. These embrace moderate reform of the House of Lords, with arrangements for ending deadlocks by means of informal conferences. If these prove insufficient, the Lords and Commons to sit and vote together, the referendum to be used ini cases of grave import such as Home Rule.
