Sir William Van Horn, president of the Canadian Pacific Railway, isi visiting London. He emphatically condemns the Canadian-Amerfcan reciprocal agreement, andi edclares that four-fifths of the population of the Dominion are opposed to it. Nevertheless, iti would be passed into law, because tbe party machine would push it through. He is unable to understand the action of the British Minister at Washington in aiding and abetting the agreement.
