CAPETOWN, April 9. The report; of the Senate’s Committee on closer settlement, advocates loans aggregating half a million to- enable settlers to acquire farms. It urges that immediate steps be taken; to secure desirable oversea settlers, and that railway expansion should be considered conjointly with land settlement.
