BRUSSELS, April 9. An inter-Parliamentary Council unanimously adopted Lord Wear dale’s resolution recognising the groat scope of President Taft’s initiative, for compulsory arbitration, hoping that other Governments will follow America’s example. The programme of the inter-Par-liamentary Conference at Rome in October has been arranged, and includes Russian proposals for the organisation of mediation between States, the limitation of armaments, and the prohibition of aerial warfare.
