I am a Labor Candida opinion that i] to consider further be nv Borough as particular s( of an outer harbor, and believe Eta,t the time has arrived when somepwo rka ble and profitable scheme shuttle bo formulated and placed beforjaprlie ratepayers for their approval. river has had a fair trial over mjpy 3’ears, and has proved to be- ymvt for a fast growing district suckjls Gisborne and to continue withrfTCis merely' to waste monoy. I of opinion that the charges ai&j in need of reviand ther< lie tariff nvj and imports, examples whcj| to; the peopl being notablj now charged wharfaj per ton. A scheme for locking. the Taruheru River would also reqlive my consideration, as I believe tl# mud flats in that river are a source off danger to the public health, and the Adi need remedying. ingFor some years ft will be necessary to use the river even if the outer harbor is started immediately, and I would seek some solution to make tip river entrance safe for navigation, Jrhich at present it undoubtedly is not. Improved facilities for harpling and storing cargo are also needed#and I am of opinion that the Kaiti spe of the n.ver should he utilised JJ&r dumping timber, rails, etc., instead Jf, as it done at present, stacking it onJ&he town side where it often lies for dears, sadly hampering operations on thajTwharf.
