TO THE ELECTORS' OF THE BOROUGH OF GISBORNE, Ladies and gentlemen,— I am seeking your suffrages at the coining Harbor Board election, and before doing so I wish to place before you some of my views on questions appertaining to the Borough in connection with Harbor matters. I am a.
