IMPERIAL PREFERENCE.
BIG CAMPAIGN INAUGURATED

An Imperial preference campaign has been inaugurated in Manchester, and was continued at Albert Hall. Lord Selborne presided. Mr. Joseph Chamberlain, in a message, urged the acceptance of the Dominions’ offer while there was yet time.
Mr. Balfour predicted serious difficulties from the working of the most favored national treaties, unless our existing fiscal system were altered.
