UNREST IN MEXICO.
LOOTING SAID TO BE RAMPANT. [UNITED PEESS ASSOCIATION—COPYEIGHT.] MEXICO, May 29. Many Federal officers have been killed and others imprisoned. Looting is rampant in Durango and Southern Chilawhua by insurrec-tors who have not heard of the peace proposals. ■ A STARTLING REPORT. ALLECED PLOT TO KILL MADERO. PROMINENT BOER IMPLICATED. (Received May 31, 12.5 a.m.) MEXICO CITY, May 30. It is reported from El Paso that General De Villiers, the Boer general, has been charged with conspiracy against General Madero. He was, it is stated, offered his freedom on the condition that he revealed the names of any [Mexicans implicated in the plot, which was to kill Madero. The latter is en route to the capital.
