BOROUGH COUNCIL.
FORTNIGHTLY MEETING. The usual fortnightly meeting of the 13orongli Council was held last night. There were present: Crs Pettie (in the chair), Slmith, Webb, Brown, v Wade, Sawyer, Darton, Harris and Collins. CORRESPONDENCE'. • Mr J - . Whitaker, of Ormond Roacl, pointed out to the Council that where the road crossed; the'drain into lias property it washed his bridge but of ‘place, and the water was continually washing the sides of the drain away. He asked the Council to open up the drain which crossed the. Ormond road from. Mr Aston’s property. On the motion of the-Acting-Mayor, the matter was referred to the Engineer for a report. Mrs M. Parsons wrote stating that when the corner of Palmei’ston Road and Herbert street was widened the Council promised to dig a drain through her property and fill in the yard to make itTevel with the footpath, but this had not been done, and they were practically buried with water. She asked the Council to do something in the matter.
The Engineer explained that the Council intended to run ai drain along Stanley road to drain off storm water. This work was at present in hand. Messrs Kirk, Burnard and Sievweight stated that they were instructed by Mr A. W. Elliott regarding an accident which occurred to him through a projecting manhole in Grey Street, as a result of which his trap was considerably damaged and he himself received a. severe shaking. He was prepared to accept £lO without prejudice in settlement of his claim. On the motion of 'Cr. Webb, seconded by Cr. Darton, it was decided to hold the letter over .until next meeting for a report from the Engineer. The Gas Cmopany also' drew the' attention of the Council to the. fact that in laying the sewers along Gladstone Road the Council had removed all the foundation soil from underneath the gas mains from Derby Street upwards, and in consequence falls of ea.rtli from the side of the trench had broken the larger mains, besides a number of services.
On the motion of Cr. Webb, seconded by Cr. Darton, it was decided to request the Gas Company to supply the Council with a plan showing the position of all its gas mains, and to refer the letter to the Engineer The Gisborne Gas Company drew attention to the. fact that on May 19th at 3.30 a., in. the street lamps were alight. They .referred to the agreement with the Council, and asked the Council, to keep it, failing which they would have to debit the Council’s acoount for the gas consumed. The letter was referred to the. Engineer.
The Gas Company also wrote stating that they understood from the reports of the Council that tenders had been let to various contractors for laying down the sewers. As the laying down of sewer pipes would necessitate the removing and disturbing of the foundation soil of the Company’s gas mains, the Company asked the* Council to ha,ve a clause inserted in their contracts that would protect the Council and the Company from any damage that might arise as the result of such excavation. ‘ The matter was referred to the Engineer for report. Messrs Kirk, Burnard and Sievwriglit, on behalf of Miss Garland, drew the attention' of the Council to the accident sustained by her owing to the alleged failure of proper lighting of certain ui the drainage works in Berry Street. The matter was referred to the Engineer for a report. Messrs Kirk, Burnard and Sievwriglit wrote stating that they were instructed by Mr Roy Crawford to draw the Council’s attention to the damage which had been occasioned by the recent flooding of water on his property and to request that the Coun'cil would make good the damage. 1 The matter was referred to the Engineer for a report. Mr A.. M. Duncan drew thq Council’s attention to the condition of the footpath and road in Temple Street, off Derby Street. , The letter was referred to the Engineer, with power to act. Cr. Sawyer stated that the Gas Company were in the habit of leaving the footpaths in an unsatisfactory state after laying down pipes. Messrs Nolan and Skeet, on behalf ol Mr F. TV. Anderson, wrote protesting against permission being granted to Mr T. E. Toneycliffe to run a discharge from a septic tank into the TVaiteata Creek.
Cr. Webb stated that Mr Toneycliffe would have to obtain the .approval of the Health, Department 'Before putting in the tank! Cl*. Collins moved that Mr Anderson fie written to informing him that in the event of any nuisance arising Mr Toneycliffe would have to abate such nuisance.
Messrs A] and T. Phillips applied for permission to start a meat canning factory on Mr Hill’s property on the esplanade. The drainage would be nothing except the water used in cleaning. On the motion of Or. Darton it was decided that Before any such permission be grnated the applicant be asked to supply plans of Ms proposed Building. A petition was received from a number of ratepayers asking that a lamp be erected at the corner of Hall and Stout Streets.
Cr. Darton moved that,if the ratepayers were prepared to put up a lamp the Council would light it until the electric light was installed. This was seconded by Or.-Sawyer and carried. The Cook County Council drew attention to the fact that the outlet drain from the abattoirs was creating a public nuisance on the foreshore, and they askecl that the matter he remedied. C'r. Collins said that he understood! the Health Officer 'had inspected this drain and he would report to the Council on the matter. He thought they should write to the Cook County Council stating that when they got that report they would remedy - the nuisance. He moved to that effect. On the motion of Cr. Darton it was decided to get the engineer to report on the matter. A letter from the manager of the Standard Fire Insurance Company regarding insurance against accident was referred! to the Finance Committee. ENGINEER’S REPORT.
The Engineer reported that the work during the fortnight consisted, chiefly in clearing the streets of mud and, patching with Kaitaratahi shingle. The roads in the borough, particularly in Kaiti, suffered much harm' from storm water flooding. Many complaints were received from various quarters 1 . Inspecti'C'lis of different localities were made, and! in some instances it was found that the; amount of damage. suffered was not great. One complainant from' Whataiupoko has not suffered anylike the damage that Kaiti, West End"’ and Victoria Townships have. ; In regard to sewerage the very bad We ather^during the fortnight seriously interfered with the work; 26 chains of 6 inch sewers. 2 chains, of 9-inch, and 14| chains - of, house, connections were laid;
Sanitary and plumbing inspections on new -and existing buildings show that the work in most cases is bein g dome, in accordance with the by-law’. Nine sanitary plumbing .permits have been issued and 26 inspections made. DERBY STREET DRAINS.
Cr. Smith referred , to. the Derby Street drain, and stated that the householders were desirous that the Council should give them permission to connect with (the Borough's outfall sewer. The settlers had had bad .luck with this drain, and hacl been put to considerable expense, as they had had to re-lay it several times. , , . The Engineer explained that he had offered same time ago to allow the householders to connect with the outran sewer but they had refused to contribute anything towards the cost, lhey now* saw their mistake, and were desirous of securing connection. • On the motion of Cr. Sawyer, seconded by Cr. Smith, it was decided to allow the settlers to connect with the outfall drain on condition that they paid the cost of connection. „
