AMERICAN DIPLOMAT’S PROPOSAL.
Speaking at the International Arbitration- Conference now in progress at Mohonk Lake, the popular summer resort in the Shawangunk Mountains, Mr 0. S. Straus, a member of the Hague Arbitration Tribunal, and formerly United States Ambassador -to Turkey, said that American - diplomacy never hampered but always encouraged commerce. • <
He urged the- importance of adhering .strictly to that policy, and said that a great forward step would he to make it unlawful for neutral nations or subjects to issue war loans or to sell munitions of war Powers.
