The “Times” Vienna correspondent reports that ail experienced American traveller states that imder cover of an amnesty and armistice the Turkish troops are eystematieally destroying the houses, crops and other means of sustenanc eof the Albanian highlanders. Old men and women and children who had not escaped' to Montenegro, are being butchered, the women previously being outraged. The troops are now encircling several hundred lyomen and children, and their escape is impossible.
