Enquiries into the treatment of convicts employed on the- Amur railway construction work reveal wretched conditions. In Hasdolny district prisoners were subjected to senseless cruelty. Many are ruffering from scurvy. The food is indescribably bad.

One man was shot- dead for -impertinence.

A number of sick convicts were eight da vs without food.
