MINISTER FOR RAILWAYS SPEAKS OUT. [UNITED PRESS ASSOCIATION —COPYRIGHT. (Received July 11, 1210 a.m.) JOPIANNESBURG, July 10. Mr. Sauer, the Minister for Railways, in the course of a speech, said he favored the increased employment of white men by the Government. He declared that the importation, of colored .labor from outside the Union was alarming, and should not be permitted.
