SHOCKING CASE "OF STARVATION AND NEGLECT. [UNITED PRESS ASSOCIATION—COPYRIGHT.! MELBOURNE, July 13. A shocking case of neglect is reported. William Brown, a bootmaker, was fined £2O for .neglecting to provide for two young children. When taken to the hospital they were so hungry that they tried to eat soap. A dinner was the only coo'king utensil in the house.
