CALCUTTA, August 17. _ Gloomy drought reports from Delhi state that it is becoming the centre or n. huge foodless and waterless area. There has been a serious cholera outbreak. It has been definitely settled that the military programme in connection with the Durbar will be greatly curtailed as the outcome.
