BOROUGH COUNCIL.

FORTNIGHTLY MEETING

The ordinary fortnightly meeting of the Borough Council was held last evening. Present—The' Mayor (Mr. Wm. Pet-tie), Crs. Wade, Webb, Brown, Sawyer. Dartoin, and Smith. The Valuer-General wrote- stating that the Government was in no way responsible' for the payment of £3 3s to Mr. Geo. Gra-nt, surveyor, for bis attendance- at the Gisborne .Assessment. Court in August, 1909.—1 t was decided to forward the letter to- the Harbor Beard.

The secretary of tlb-ei Harbor Board wrote stating that at the last meeting of the “Board several complaints were made by residents of Victoria township that sand was bring carted away from Wad'ka-nae beach from above higlh-water mark,' and the result would be that very series erosions Would take place at high tides. As this was not within the jurisdiction- of the Board, he w-as instructed to- bring the matter' under, the -motice of the Council, and request them to take steps- to stop such proceedings. Regarding the application/ of Messrs Clare' and Clare for an extension of their site on the foreshore, the' Board requested them not to grant any extension- further downwards.

The letter was referred to the Engineer.

The Cook Hospital and Charitable Aid Board wrote stating that thei resignations of the Rev. W. Lamb and Mr. W. D. Lvsnar had been- received, and the Council was asked to appoint two members in their plate during the nnexpired portion of their term of office. It was decided to appoint Crs. Dar-t-on and AVobb to fill the vacancies. Mr. A. D. Hav, contractor, c-f Stanley Road, wrote objecting to a public drain being constructed in a manner and on tbe line proposed' from, section 27, Stanley Road, Gisborne-, to- section 7, AYalkanae block. He did not. desire to prevent or prejudice the operation of tbe Council in any way so- long as bis interests were safeguarded. The Engineer was instructed t-o sec that Mr. Hay’s interest® were protected, as the Council were taking the drain through private property. The Gisborne City Band applied for permission to give a concert from tbe rotunda- in the- AVest End Recreation Ground next Sunday afternoon. —Cr. AA r ebb thought that the l baud' should be given permission to- give- concerts on .either rotunda on any Sunday.—Permission was granted. Mr. H. F. Neilson wrote- stating that on, account- of ill-health he was unable to continue bis duty as dog-mrund-koep-er.—The matter was held over till lie returned from Rotorua. The Minister of Internal Affairs wrote acknowledging the receipt of the Councils’ letter notifying that Cr. AA'm. Pettie- had been elected Mayor.—The letter was received. The Cock County Council wrote stating that- they would accept, the, offer of the Council to load drays at tbe Stanley Road depot with a hand crane at 6cl per yard.—The letter was received. The Under-Secretary for Public Works forwarded a copy of the- Commissioner’s report regarding the AVa-i----m- bridge, and also a- copy of the warrant giving effect to his recommendations.—The' letter was received. Regarding the removal of buildings etc., from the railway reserve, Ormond Road, Mr. A. AA 7 . Rees wrote stating be was quite prepared to 1 comply with the request, but suggested tbe removal of the- obsetructi'ons bo taken in; hand simultaneously in. each block, so that the owners might- arrange among themselves to re-erect suitable fences on shares at a considerable saving. He also thought be -might be- allowed to gather the crops before being removed, and be also ncii.nted out that it would; be useless to- order tire removal by him, the owner of tbe inside section, unless those- on- the other sides first- took action.

The Gisborne Sheepfanners’ Frozen Meat Co. wrote regarding the reserve that there was only a dividing fence upon the town, side of the reserve -which they were interested in, and this they were prepared’ to remove. The property owned by the company was situated in the Borough at the Mangapapa boundary on: both sides of the reserve, and did not interfere with any" - access of .others, as t-li-ov were the only parties interested.—The letters were received. Mr. G. Grant, surveyor, on behalf of Messrs Nolan and Ske-et, acting for the owners, .requested the Council to furnish him with! an estimate of the necessary work, in laying sewer and water mains in AAharren Street, as he. was. instructed to proceed with the formation. The Council decided to inform Mr. Grant as to: what was necessary under the by-law, and the engineer was instructed. to renort on the whole matter. Colonel AAhnter, C.E., informed the Council that- Mr. J. E.. Foster had accepted a tender for the- formation, kerbing, marking, and gravelling footpaths of Fester and School Streets, leaving the- gravelling of street formation until after the laying of, sewers, subject to- the Council's approval. Mr J. E. Fester, in an application for permission, to form the roads, said that -owing to the quantity of - water underlying the surface it was.deemed impracticable at the present- time to lay the sewer or water pipes to the--required dopth-s, or until such time- as the main sewer was'-laid in Childers Road, Under these oiTcumetantces lie was prepared to give the Council a- legal undertaking to defray any costs that, might be incurred in laving the said sewer and water pipes, also the- cost of material for connections, the Council doing the labor to the sides of the street, for any section when required. , It was decided to grant permission to fonm the roads. “Hie secretary of the Gisborne Gas Company wrote stating that a break } ia d occurred on tlieir 3m main m AVaimui Road on Aumist 29th. Owing to' the. sewerage operations a -three-quarter service, was broken .right- off at the main, and they received no notice of it until the following morning at a o’clock.
