LORD ROSEBERY AS RECTOR. r UNITED PEESS ASSOCIATION —COPYRIGHT.} LONDON, Sept. 15. Lord Rosebery has been installed as rector of St. Andrew’s University. He reviewed the history of the university from the baabarism prevailing m Scotland 500 yeans ago to when there was some danger of Scotland becoming spoon fed. He emphasised the growth of toleration, the gradual suppresion of violence by law. When they averaged centuries he was inclined to take a hopeful view of the future. He was persuaded there was a constant movement for the better in the world. Many foreign overseas and British overseas learned societies presented addresses. Otago was represented by Professor Sale, and the University of New Zealand by Professor James Hay. _ [St. Andrew’s University, at St. Anrews Fifeshire. Scotland, was founded by Bishop Wardlaw ill 1411, and is at present celebrating its quincentenary.]
