[UNITED PEESB ASSOCIATION —COPYBIGHT.] (Received Sept. 21, 8.40 p.m.) MADRID, Sept. 20. __ Three hundred arrests have been effected at Madrid and a hundred and fifty-eight at Barcelona. The revolutionaries at Carvagenie reenacted the Archila scenes, but the military restored order.

The situation in the provinces is quieter, but a . complete stoppage, at Ferrol is impeding the public services and food is scarce. A detachment of the Army Corps is'engaging in baking bread.

A secret session of the Workingmen’s Association at Gijon, decided on a general strike. Those arrested at Madrid include Caballeros, Councillors, the vice-Presi-dent of the General Labor Union. A quantity of arms has been seized and all the important buildings, including the residence of the Papal Nuncio, are being guarded. The troops are being kept to barracks,, and the Civil Guards occupy strategic points throughout the. city in. anticipation of a general strike if it is legally conducted, and does not impede the’ public service. Otherwise stern measures will be taken and the troops will use their arms on the slightest sign of revolt.

Senor Canalejas has announced that he will end, once and for all, the threats of revolution. A strict censorship is being exercised on all telegrams.
