[UNITED PRESS ASSOCIATION—COPYRIGHT.] (Received Sept. 21, 11.40 p.m.) PEKIN, Sept. 21. After a week’s fighting, the Viceroy claims that Chingtu is safe. He also says that the rebels everywhere have been defeated, and their weapons captured. Independent reports from Chungking do not share in the Viceroy’s optimism.
