MORE LEISURE FOR THE CHILD.
THE OBJECT OF 'NEW LONDON BY-LAWS. A number of new by-laws made by the London County Council with respect to the employment of children, have come into force. The latest figures collected by tlie London County Council show that there, are 32,000 boys under sixteen in employment in London, of whom 10,400 are under fourteen years of age, while 900' girls of under sixteen are also employed. The object of the new by-laws is further to reduce these numbers, to regulate the employment of children suil at school, and particularly to guard against the evils o,f street trading of all kinds to boys between fourteen and sixteen by: means of closer supervision and registration. No boy under sixteen may engage in street trading unless exempt from school attendance and provided' with a badge from the London County Council. Even after the boy lias obtained his badge, he is subject to conditions oi good behaviour, which should be a good influence, and the badge may be withdrawn if he is convicted of any offence. While engaged in , street trading he is prohibited from entering a place of public entertainment or licensed premises. iSmall tradesmen, milk purveyors, and newsvendors will, be generally affected by the further restriction of hours during which children my be employed. Hairdressers are specially affected by Rule 9, which says: “No boy or girl under the age of fourteen years shall be employed to lather customers or in similar work in any barber’s or hairdresser’s shop '*
