The “Daily Mail’s” Constantinople correspondent, in an interview with Shevket Pasha, said he had' plans to' meet a European attack, hut* none to deal with the onslaught in Tripoli. Vice-Admiral Faravallie, in a proclamation at Tripoli, promises compensation for damage by tbe bombardment. ' Three thousand Arabs liave submitted. SOFIA, Oct. 12. All the Powers have assured Bulgaria that they will not permit Turkish aggression. CONSTANTINOPLE, Oct. 12. The five great Powers, besides endeavoring to mediate between Italy and Turkey, are intervening to remove the tension between Turkey and Bulgaria. ROME, Oct. 12. The “Daily Mail” declares that Italy insists on tbe relinquishment of Turkish sovereignty in Tripoli, and is willing to give monetary compensation. CONSTANTINOPLE, Oct. 13. The Government has declared that -cereals, and preserved foodstuffs, are contraband. Flour is not mentioned, although the Porte did not adhere to the Declaration of London, nevertheless the Cabinet decided to observe it with regard to neutrals and contraband. At meetings of the Turkish Deputies the Oppositionists declined to support a vote of confidence in the Said Pasha Cabinet, while the Unionists are prepared to support it, if it resisted Italy to the hitter end.. Imam Yahya proclaimed a holy war. The Yemen tribes are flecking to the coast. Italy’s command of the sea renders the proclamation nugatory. BOYCOTT OF. ITALIANS. The boycott- of Italian goods has begun at various ports. A Bulgarian steamer, Italian laden, was not allowed to discharge here. The refusal of journalists to obey a summons of the court-martial to answer charges of publishing articles against the Cabinet, revealed that the Grand Yisier authorised the criticisms. The suspension of several papers has caused considerable feeling against Shevket Pasha for gagging the press. MALTA. Oct. 13. Two hundred British refugees from Tripoli are claiming against the Government for losses received through the flight, which they declare the British consul ordered. THE FINANCIAL POSITIONBRITISH BULLION FOR TURKEY. London Stock Exchange quotations show a marked downward tendency in anticipation of big selling orders. Turkish bonds are nominally three points lower, and Italian bonds one point. British consols have dropped a quarter. There is a general belief that the Powers will induce Turkey to make substantial concessions. The stock market was the scene .of brisk bidding, and Saturday’s later bidding was responsible for a partial recovery. Bullion to the amount of £300,000 lias been withdrawn from the Bank of England for shipment to Turkey. TURKISH PATRIOTISM. HOW THE PEOPLE ARE TO SHOW IT. The Turkish War Office announces that measures are to be taken to make the existing martial law more severe. Public meetings and all publications of an alarmist character are prohibited. Tlie newspapers have requested the people to show their patriotism by rigidly boycotting Italian goods, but at the same time to treat Italians in the country as guests. The Committee of the Union of Pro-gi-ess appeals to the people to leave to the Government the duty of acting against the Italians, and to thus demonstrate “that Turks are more civilised and equitable than the Italians, who have trodden underfoot our mostsacred rights.” “IN THE INTERESTS OF HUMANITY.” ITALY’S CIRCULAR TO THE POWERS. Italy has addressed to the Powers a circular setting forth the reasons for the hostilities against Turkey. The hope is expressed that the war will be of short duration . The- circular adds that negotiations to fix the status of Tripoli would be opened as soon as the war terminated, and closes with an assurance -that the steps which Italy had taken were in the interests of humanity and civilisation ,and that no effort would be spared to protect the subjects of other nations and to localise the hostilities. PORTE’S APPEAL TO THE POWERS PREVENTING USELESS BLOODSHED. ■ The Porte has appealed to “tho peaceful, humanitarian, and friendly sentiments of the Powers to assist in convincing Italy of Turkey’s conciliatory intentions, and to thus prevent the* useless shedding of blood and grief among thousands of families.
