NO JUSTIFICATION FOR PESSIMISM. MR HALDANE'S OPINION. (United Press Association—Copyright.) (Received October 23, 10 p.m.) LONDON, Oct, 23. Mr Haldane, Secretary of State for War, speaking at Chelmsford, said that the country was unable to maintain an army on tho Continental scale, except it was compulsory. He did not see tho possibility of either party seriously proposing compulsion. There was no justification at the pessimism over the territorials.
