A DISQUIETING SYMPTOM

(United Press Association—Copyright.) BERLIN, Nov. 10. Herr Vmi; Bethmann Hollweg states that the reason for-the despatch of the warship Panther to Agadir was communicated to the Powers before the vessel arrived at Agadir. Herr Von HollWeg; yesterday surprised the Reichstag by passionately condemning Heydebrandi The Chancellor concluded : “A strong man does not need to be for ever can-yin g the sword in his mouth.” (Cheers.)
