AGADIR FOR FOREIGN TRADE. A GERMAN STATEMENT.

The notes of M. Gambon, French Ambassador and Herr von KiderlenWachter, German Minister of Foreign Affairs, elaborating the agreement published, show that France .welcomes Franco-German syndicates executing public works in Morocco. Disputes not settled diplomatically will be referred to a tribunal on the Hague model. France will urge tlie Moroccan Government to open Agadir to foreign trade. The Moroccan debate has concluded in the Reichstag, and the agreement has been referred to the Budget Committee.

Herr Frank, a Socialist, declared that the Crown Prince’s action emphasised the necessity for. more complete democratisation •of the- Empire before the Crown Prince came to the throne.
