THE MOROCCAN QUESTION.
AGADIR FOR FOREIGN TRADE. A GERMAN STATEMENT.

The notes of M. Gambon, French Ambassador and Herr von KiderlenWachter, German Minister of Foreign Affairs, elaborating the agreement published, show that France .welcomes Franco-German syndicates executing public works in Morocco. Disputes not settled diplomatically will be referred to a tribunal on the Hague model. France will urge tlie Moroccan Government to open Agadir to foreign trade. The Moroccan debate has concluded in the Reichstag, and the agreement has been referred to the Budget Committee.
Herr Frank, a Socialist, declared that the Crown Prince’s action emphasised the necessity for. more complete democratisation •of the- Empire before the Crown Prince came to the throne.
Herr Bebel,' Socialist leader, said there was no proof that England has approached Germany in a hostile spirit. The Socialists have always pleaded for co-operation with England. The “North German Gazette” semiofficially announces that it has become Herr von Bethmann Holleweg’s duty to deliver a second speech in order to prevent Chauvanistic utterances injuriously affecting foreign relations.
THE KAISER’S CONFIDENCE-. RETAINED ~BY" HOLLWEG. (Received Nov. 13, 11.10 p.m.) LONDON, Nov. 13. The “Times” Berlin correspondent states that as a result of the Crown Prince incident Her Von Hollweg directly raised the question of his resignation, but received reassurance of the Kaiser’s confidence. BERLIN. Nov. 13. Herr Von Kiderlin, in the Reichstag, denied that the Foreign Office informed the press that Germany intended to acquire territory in Morocco. He admitted fifty journalists met and decided upon the annexation of Morocco, but the Government, however, advised caution . # .He did not think the journalists were able to carry out the scheme alone. COMPELLED TO APOLOGISE. (Received Nov. 14. 12.5 a.m.) LONDON, Nov. 13.
The “Daily Express” Berlin correspondent reports that the Kaiser compelled the Crown Prince to apologise to Herr von Hollweg.
