NAVAL EXPANSION POSTPONED
(United Press Association —Convright.) (Received Nov. 24. 11.45 p.m.) TOKIO, Nov. 24. All increases for unproductive outlays have been expunged from the Budget. The Minister of the Navy has also postponed his programme of expansion.
