A special committee of the Board sot up to deal with the matter, recommended that in view of the growth of the port that the Board decides to appoint an engineer and secretary to control both works and office. Dr. Collins said that he quite agreed with the recommendation, but lie would like to know what the Board considered best to be done in regard to Mr. Witty, who had served the Board faithfully and well for twenty-eight years past.
