REDUCTION TO NEW ZEALAND. [UNITED PRESS ASSOCIATION—COPYRIGHT LONDON, Dec. 6. Mi- Samuel states that the delay o: unurgent press messages in plain lan guage will not exceed, nineteen hours The New Zealand tariff was previous ly very low. He had not asked for i further diminution. He regretted thari hitherto he had been unable toi arrange for reduction to India and South Africa, but the Eastern Telegraph Company had consented to carry Australian cablegrams at reduced rates in the event of the Pacific cable being interrupted. The service would bo fully operative on the 15th, but the Western Union Anglo-American, and Direct United States Companies would accept press telegrams at reduced rates at their own offices to-day. He hoped the new tariffs would prove serviceable to senders of amended press and: private messages not urgent. The Western Union installs for the use. of the public cheap rates just above a. quarter of tho usual rate, a minimum of 6s for ?0 words, for so-called night letters; also one fifth oi the present rate a minimum of 5s for 30 words, week-end letters between Britain, Canada, and the United States. Week-end letters accepted on Saturday will be delivered on Tuesday night, and letters on the morning of the second day after acceptance.
