A Rome correspondent states that the Papal decree mentioned yesterday applies exclusively to a few countries where clerical privileges have not fallen into desuetude. Presumably Ireland is not included. [Yesterday a- message referred to a Papal decree, prohibiting Catholics suing the clergy in State Courts.]

RATIONAL, REGULAR, AND
SALUTARY

Archbishop Kelly, in an interview regarding the cabled Papal decree, advised the public to await the full text. He trusted it would be found rational, regular, and salutory, and worthy of the distinguished Commission to which the revision of the Canon Law was entrusted. and the decrees in substance, he said, would uphold the tradition of liberties and gospel.
