THE AGREEMENTS CONSIDERED. GERMANS’ DESIRE FOR COMPENSATION. - [united press association—COPYßlGHT] (Received Dec. 30, 12.20' a.m.) PARIS, Dec. 29. The Senate committee’s investigations into the Moroccan agreement revealed! the fact that the Franco-German agreement of 1909 undertook that they should be jointly associated in industrial and commercial enterprises. Britain objected to the unfairness of the proportionate participation, which Germany and France proposed to allot to the various powers in 1911. This rendered the arrangement impracticable, and a new convention was imperative. At M. Caillaux’s wish an explanatory letter accompanying the 1909 agreement was not read to the Senate. M. Oaall'aux and M. Deselves stated that this Avas withheld because Germany objected to its publication. It is surmised that Germany was concerned as to its possible effect on a section of German opinion.

Sir Edward Grey Avas informed of all the circumstances connected AA'ith the conclusion of the 1909 agreement, and declared that the agreement was not open to objection. M. Jules and Gambons despatch Avas read in committee, showing that Herr Von Kiderlin Waechter complained of France’s opposition to the Baghdad railway, contrary to the spirit of the Morocco agreement of 1909.

M. .Pic-hon now requested that tne committee should expressly report on the agreement, Avhioh did not refer to Eastern affairs, and 1 he said no promise or allusion Avas ever made in that respect. Another despatch shoAved that Herr Kiderlin Waechter on the 21st of June, intimated that as Germany was not allowed to occupy Mogador, compensation must be sought outside Morocco.
