BOROUGH COUNCIL.

ORDINARY MEETING. The first ordinary meeting of the Itorongh Council during the present year Avas held last night. There were present: The Mayor (Mr W. Pottle) ami Cts. Smith, Webb, Wade W llciisn, Sawyer, Darton, and Bright. The State-Guaranteed Advances Office notified that £9OO (less i per .cent, commission l’ee, £4 10s, and solicitor s fee £1 Is) of the £5215 new hospital loan liad been placed to the Council’s credit. —Received. The Borough solicitors (Messrs (Mri-ip and Coleman) advised that accepta ice of dedication of Sievw right Road would render the Council liable to the payment of \ compensation, as dedication was made in ronsequence of setting back the line. The amount of the compensation would be subject _ to either extinction or reduction if it were proved that the road enhanced the value of adjoining property. On the motion of the Mayor, the letter was referred l back to the Borough solicitors for definite advice regarding the Council’s liability for compensation. Mr J. Spencer wrote offering several curios and a large iron garden seat for the Council’s acceptance.—The. offers were accepted, and it was decided to write and thank Mr Spencer for his donations. Mr J- T. Witty wrote suggesting tlie erection of dressing rooms and conveniences for travellers and picnic parties on the Kaiti beach opposite deLautour’s old property. On Tuesday last, the writer stated, there must have been between 700 and 800 people on the beach, and the buildings asked for were urgently required. A plan and estimate, prepared by the Borough building inspector, was enclosed, which showed a suitable building could bo erected at a cost of £2O- - Bright pointed out that- there were certain defects in the plan whu h should he rectified. There was no doubt that something of the kind was urgently required, and lie moved 1 oat tliethe matter of providing such a building he left in the hands of the Engineer to report to the Council. OFFICERS' REPORTS. The Borough Engineer reported that for the four weeks ended the 6th inst., the total output from Kaitaratalii was 72 trucks, making a total of 432 cubic yards. The total amount of metal hauled to town, since last report, was as follows. —Broken metal, 5374 yards; Screenings. 1541 yards; gravel, 258 yards, making a total of 692 yards from the Quarry and 258 yards of gravel from Matawhero. The Cook County Council had also taken 104 yards at Niven’s siding. Sewerage.—6o4 yards of main sewers, and 26 chains "of house connections had been laid during the period just ended, and one manhole and 17 inspections had been built. Forty-two inspections have been made of the plumbing and drainage work to new and existing buildings, and the same had been carried out in accordance to the Borough By-laws. Storm Water Drainage.—U chains of stormwater drains had been laid during the last fortnight, and four pumps had been built. The Sanitarv Inspector (Mr. C. H. Ferris). reported that during the past fortnight ending the 6th inst.. he had inspected in various parts of the Borough, and with the exception of a few defective drains at Kaiti and Whataupoko, which had since been made sanitary, things were satisfactory. Tents. —He inspected the tents on the Kaiti beach on the 29th ulto.. and found matters satisfactory, far better than in previous years. Condemned Dwellings— He reported that a letter was received from the District Health Officer forwarding condemnation certificates for the several dwellings condemned by him on his last visit of inspection to Gisborne. Notices were issued to the owners, subject to Section 9, Clause 1, of The Public Health Act. 1908. stating that the owners must demolish the saicl premises within 21 clays. He had now to state that all the premises condemned were occupied and some difficulty had been experienced by the occupants in getting other premises. He therefore recommended* subject to the Council’s approval, that the owners he given two weeks extension of time. Concreting of Stables.—With reference to Dr. Chesson’s letter referring to this matter, he begged to state that, he had read the same, and intended to take preliminary steps to have the instructions carried out. Infectious Diseases.—Five cases of scarlet fever and one case of enteric were reported and attended to.
