Tlie Herald, referring to the cable tliat America will not compete in the Davis Cup outside America, states that the regulations governing the contest liiave to be altered by two-thirds of the nations which have competed. If the Gup were returned to America by h vis union instead of by conquest >t woo'd only be Dead Sea fruit. It was hard to believe that America liad put forward such a suggestion.
