[UNITED PRESS ASSOCIATION —COPYRIGHT] BERLIN, Jan. 21. The second ballot resulted in the election of nine Conservatives, and six of the Imperial Party, including Herr Pangerman Liebert, 20 National Liberals, including Herr Basserman, Doctors Junck and Pasiche, 17 Radicals (People’s party), eight Social Democrats, and seven of the Centre party. The latter gained two and lost five seats, the Socialists gained eight and lost five, the National Liberals gained ten and lost six. Moltke, of the Imperial party, the former Prussian Minister of the Interior, was defeated.
