ITALY'S UNEXPECTED PRO-
GRAMME.
RUSSIA TO SPEND 30 MILLIONS.

It lias been announced that Italy unexpectedly builds two more large Dreadnoughts. The increase in the Italian and Russian naval programmes is considered more noticeable as following on Germany’s declared intention to build three capital ships yearly instead of two.
ST. PETERSBURG, Jan. 21. The Ministers are preparing a bill to re-estabish new yards in the Baltic; also to construct, within 'five years, four super-cruisers, besides auxiliary cruisers, transports, torpedo boats and submarines. The total outlay will be £50,000,000.

The .“'Daily Telegraph’s” forecast of the German ‘ naval ship-building says that It indicates a recrudescence of rivalry, in a more intense form. The paper states that Germany’s contemplated expenditure of 1911 and 1912, under the 1900 law, lias been doubled. She built, or is building. 9 additional battleships, and lias doubled her destroyer flotilla and commenced outside provision’ by the Navy Law for twentyfour submarines.
