The Premier, replying to the Hague Convention, holds that the Turkish passengers on the Manouba, seized by the Italians, must be considered as belonging to the hospital service until the contrary be proved.

The authorities at Tunis seized the steamer Odessa, owing to her possession of forged papers for 350 tons of am. nnmition N which she failed to land on the Tripolitan coast. The Odessa has been sent under naval escort to Bizer tail. Roincaire contends that the French, not the Italian authorities, are entitled to verify the Turkish passengers' credentials, and that the arrest beween two neutral ports is illegal, inasmuch as the convention of London, drawn up in 1909, is not yet ratified. He claims the liberation of the Monouba and the Turkish passengers. Italy refused and M. Poincaire insists upon reparation for, the stoppage of the Carthage and the Monouba. The “Daily Chronicle's" Paris correspondent hints at the possibility of a naval demonstration. (Received Jan. 22. 11-20 p.m.) ROME, Jan. 22. It. is semi-officiallv announced that the Turks aboard tlie' Monouba vainly attempted to charter a yacht at Marseilles for tlie purpose of landing at adesert spot near Tunis, or Tripoli. There was found in their possession two small cases of surgical instruments and a small quantity of medicaments. Doctors are now examining them, with a view to. establishing their status. Italy has notified the Powers that an effective blockade has been established at the Hodeidah shore of the Red Sea. ITALIANS OCCUPY AN OASIS. TRIPOLI, Jan. 22. The Italians occupied the oasis at Gazarish- Turkish losses on Thursday were 150 killed and a great number severely wounded.
