It is stated that the Government’s refusal to permit the flotation of an Italian war loan in Paris, as against laws of neutrality, caused irritation in Italy, provoking the seizures of the French: ships. M. Poincare, in the Chamber, replying to questions, said it was undesirable to discuss the seizures at present. The Italians committed an error to the detriment of French rights. He said French officials at Cagliari were instructed not to surrender passengers, but an error in the code led to the opposite course. iHe concluded by declaring that if the Manouba’s Turks were released the incident would be settled by friendly conversation. In any case arbitration before the Hague Convention would permit of amicable settlement
