MAGISTRATE SAYS 'SUCH FOOTGEAR IS NOT A NECESSITY. Boots are not a necessity, declared the magistrate at Tottenham Police Court, inquiring into an application by the N.S.P.C.C. concerning children who had no boots or stockings. “I know some young ladies,” the magistrate went on, “the daughters of a wealthy man, who newer wore boots or shoes until they were nearly twentyone. I don’t think boots are necessary.” v “The law says they are, sir,” replied the society’s official.
